Ghost in forestry uniform confuses our general public

Most people can identify forest officials by their official forestry uniform. When there is forest fire, people scan the crowds for the distinctive uniform of forestry officials. Drivers who transit illegal forestry goods and come to an intersection occupied by a person in forestry uniform willingly submit to that person’s hand. Offenders usually curb their unlawful behavior when they spot uniformed forestry officials in the area. When a person wears the forestry uniform, citizens tend to be more cooperative with his or her requests. People also tend to curb their illegal or deviant behaviors when a forest uniform is visible in the area.

However, what is so special about a uniform, which is often made of cheap polyester and is usually hot and uncomfortable to wear?

Few smart offenders try to falsely portray oneself as a forest official in the eye of general public for the purpose of deception and to commit offense. Posing as forestry official enables the offender to legitimize the appearance of an illegal act, such as illegal felling of trees, illegal fishing and illegal poaching. However, it is viewed differently in the eye of general public and start accusing diligent forestry officials for those acts.

“It is not a problem for non-foresters to wear forestry uniform but, it is a problem when non-foresters commit illegal activities wearing forestry uniform”.

Studies have revealed that physical appearance, including clothing, is the factor most often used in developing a first impression of someone. Clothing has been found to have an even greater effect on making first impressions than does personality. 

If you are really impersonating forestry officials, the Section 77 of FNCR 2006 clearly spells out that, any person impersonating, or usurping the authority of a forest officer or other authorized officer under the Act, or these Rules, or any regulations adopted pursuant to these Rules, shall be guilty of an offense. The penalty for such offense shall be a fine, minimum of which shall be Nu. 5000/- and may extend up to Nu. 10,000/- or imprisonment up to three months or both, in addition to the penalty for any other violation conducted in conjunction with such impersonation.
